CTE is committed to supporting SIU's student retention efforts by promoting quality, consistency, and accessibility in face-to-face, online, and multi-modal courses. 

This page serves as your starting point for meeting minimum standards and requirements for course design and delivery.   

The links below outline the minimum requirements and provide resources, including how-to guides and videos, to support compliance with expected teaching practices in 100- and 200-level courses and Title II accessibility requirements. 

Core Academic and Instructional Expectations 

These are the core academic and instructional requirements for all 100- and 200-level courses offered at SIU. 

  • A current syllabus and course outline, including measurable learning outcomes, are available to students in D2L Brightspace within the first module of the content area. Note: Learning outcomes are required in all course syllabi; the document must be posted in D2L Brightspace in the designated area.
  • The most recent Syllabus Attachment is distributed directly to students each term. This should be in the same location as the syllabus. 
  • A D2L Brightspace gradebook is set up and regularly updated during the term.
  • For online courses, the syllabus outlines how the instructor will engage in Regular and Substantive Interaction (RSI).

ADA Title II Compliance (Digital Accessibility)

ADA Title II requires that all digital and course materials meet WCAG 2.1 Level AA accessibility standards by April 26, 2026. This includes: 

  • Accessible documents (Word, PowerPoint, PDF) 
  • Captions and transcripts for all media 
  • Accessible, screen reader-compliant D2L pages
